Would a Council be in part responsible or not if someone fell over a discarded unsafe item of rubbish (thrown there by someone licenced by them to operate)?

the licencee is responsible for doing it but under Duty of care I'm just wondering if the L. Authority would be in some accountable too?

Whether they are or not is moot. It's providing hard evidence as to how it happened which is the problem
Not the same, but here, a company were held to be responsible in part for the actions of its contractor which resulted in a death
