If the space station is orbiting at 17500mph - how can astronauts go outside & work at this speed?

It's exactly the same as if you fall out of a car - your face will go into the asphalt at the speed of the car because at the time of falling out you are travelling at the same speed as the car. It is only the road surface (and air resistance to a much lesser degree) that slows you down. In space there is nothing to slow you down.
