In a word, no. These things prey on the insecurity of men who feel their penis is too small. the fact is, only surgery will increase the size of a penis. If you think about it, the notion that 'pumping' would inrease size would mean that every single adolescent youth would be buying a size larger trousers on week-by-week basis!

Why not educate your boyfriend to please you in other ways, and put the money towards a nice romantic weekend away - a far better use of your money.
