Is it worth dismantling the battery pack on my 6yr old bike to find rogue cells to cure recharching problems , when i can only reach 21.4 volts ?

21.4 volts would suggest at least 2 of the cells are faulty.

At 6 years, the battery pack is probably near the end of its life - so I would buy a new pack rather than mess around - only to find other cells about to die.
One does not mix new and old cells. The new ones would get overcharged.

Replace all the cells.
You would just get into a 'cycle' of dismantling the pack every few weeks to replace the next dud. Buy a new battery pack.
