Is it legal for our competitor to print off a copy of our companies house business p&l accounts then go round our customers showing them?

If it is public record I can't see what the problem is legally. Ethically is a different matter entirely.
How did they get a copy?
It depends on what the records, show, and how your competitor got them - sounds like you need some leagl advice.
As EC says, it's a public document so it's perfectly legal.

We might disagree on the ethics though. In my opinion, 'rubbishing' your competitors in any and every way possible should be regarded as perfectly normal business practice If you don't want to see you competitors going bust you shouldn't be in business!
