Laptop "numbers Lock" Problem

For some reason on my recently bought Toshiba Laptop running Windows 8.1, the numbers lock button works back to front. When switched on and the button light is on, the numbers keypad does not type numbers, but instead eack key performs a function such as backspace, Home, End etc. With Numbers Lock switched off it does type numbers. Anyone know why? ok so I can still use my pc, but just want to "fix" this little quirk if I can. Cap lock works as it should, producing upper case with the light lit. Thanks

I'm not sure how I check which country my keyboard is set up for. It's really odd, sometimes when I switch the laptop on, the numbers work as they should, then at other times each number performs other functions as described earlier. Would love to solve the mystery but looks like one of those things I have to live with - reboot the pc and all ok etc
