The question is, can anyone explain/parse the clue? 'Post Office people performing' could be 'PO men on'. "Rounds women" or "without women" could be an instruction to put 'women' inside that phrase - 'hen' might be A woman, but not more than one of them. How does it work??

Yes, I've got that much - see the wording of the question. As it stands, though, it seems to be a rubbish clue. Why does it need both of the words 'rounds' and 'without'?

'on' intended to equal 'performing rounds' as PO men would do ?

I think you're probably right. "Post Office people performing without women" would sound rather sexist (or onanistic).
