step 1 :put some water in a flat lid (or a plate which has no important use )and take some grains of rice or pulses and put them near the pigeon.then sit quietly. after some time when the pigeon feels you are not around he will drink the water then eat some grains (if it is hungry) and then go to sleep.
step 2 :you should change the water and grains after an hour or two.and protect it from other birds and animals

Note : you should not make much noise when near the pigeon.
Or take it to a wildlife sanctuary? Dont let the rspca have it they will only put it to sleep.

OG, I think the plucking would also have slowed it down somewhat! I may be wrong.
