Do you mean "Police and Crime Commissioners". If so, they are there to make sure the Chief Constables do their jobs properly and also maintain, raise and issue funds to their local police force.
Perhaps their performance could be reviewed every few years but by whom I don't know.

no. I doubt they cost more than the old system and at least they can be voted out, unlike the old 'commissions'. so you lot get some say in how you want local policing to go. the fact you were all too lazy or stupid to vote is hardly their fault.
and there was nothing wrong with that young lady who was hounded out of her job by a load of old fuddy-duddies. she was there to represent youth not a load of OAPs.
