Nuclear Submarine Anyone Know What This Represents? Or Anything About It

I bought this at auction recentlymainly because my hubby is ex navy and interested in all thing s nautical. It is obviously a presentation desk set that was given when they started building the nuclear submarine SS Renown but does anyone know what the centre circular piece is meant to represent. It tapers a bit towards the back

sorry I posted 2 photo bucket links but they don't seem to have worked and I don't know how to do it any other way.
you could use tinypic that is very easy to do


is it a piece of metal ? , some of the modern items that they build these days have a piece of metal ( first cutting ) put on a plaque as a souvenir

From what we can see so far, all I can think of is a symbolic representation of a ship's wheel placed in front of a similar representation of a torpedo tube.
