Both Poole in Dorset and Falmouth in Cornwall claim to be the largest natural harbours in Britain. Which has the more valid claim?

Think Poole has quite shallow water, so maybe it's the biggest harbour and Falmouth is the biggest 'deep-water' harbour, though Milford haven may have something to say about that.
