For example, if you buy a tablet computer through eBay, which is promptly delivered and works well for the first few months, eBay won't want your complaints about it going wrong many months later on their website because they are unrelated to how well eBay's actual service works.

I bought something from a seller however he then said it was out of stock but he would try to source it for me. I decided to hold on as I felt he was better placed to source it than me. after many weeks he said that it had been dispatched but it never arrived. Now he says that he has refunded me but he hasn't. I am still hoping to get it resolved but I think it is unfair that I cannot leave feedback to let others know about my experience with this seller.

I agree boxtops. Though I could see how nasty sellers could use delaying tactics to prevent them receiving negative feedback. Also what if you waited for an item (thinking it was a genuine delay eg awaiting new stock) and then found out it was substandard? Still no opportunity to give feed back.
Mind you it happens for positive feedback too. I saw someone who had bought tailored items on ebay and although she was delighted with the products the time it took for the garments to be made (which she was obviously happy with) meant that she couldn't leave positive feedback saying how wonderful and skilled the seller was.
