Is there wind on the moon? I guess not because the moon has no atmosphere... but anyway how come the American flag was waving when Neil Armstrong landed on the moon?

The only times the flag waved (apart from an astronaut bumping into it) was when the LEM took off (which was filmed by a remote camera from Apollo 14 onward I think) and the flag waved in the rocket blast.
