I witnessed an accident between 2 vehicles where 1 driver was at fault and the other was blameless. I contacted the blameless drivers office cause their name was on the van and told them if they contacted me I'd give a statement. I heard nothing for about a month then received a letter from their insurers. To cut to the chase I never gave permission for them to give my details to a third party. Would you be ok with that or would you be unhappy?

I would be ok with that. Witnessing an accident and giving the driver your name and contact details indicates that you have put yourself forward as a witness. The driver would have to give details of the accident to his Insurance company including the names of any witnesses. As long as you can clearly remember what happened I wouldn't worry about it.
