Volume control on the Rover 25 car

I have a volume control on the steering wheel / column on my car. The car is a Rover 25. However, the volume control doesn't seem to work. I have read the log book and there is no mention of how to make it work. Does anyone have an idea? Feel free to ask me questions if you need more info. The car was bought new a few years ago and the volume controls didn't work then so it's not a case that they are broken.

There should be 2 bottons on the stalk, top button does volume up (towards you) and volume down (away from you) and the lower button does chnage channel up/down. If none of them are working its probably one of 2 things.
1, the multiplug that attaches them to the set has come out of the bakc of the radio.
2, the radio in the car has been changed to a lesser unit by a previous owner and the set in the car now does not have the facility to use the extra controls.
