My Mum lives in her own flat but has expressed an interest in SA.
Who would I see about this
She is 86

For some reason I thought they might need to involve social services
I'd say if you contact the providers first they'll be able to tell you all the 'ins and outs'.
If they need financial support then Social Services do need to be contacted.

See this quote from the link I gave you, for example :-

"If you think your relative needs help to remain independent or live in a care home and, in each case, needs assistance to have the best quality of life that they can, the first step is to get a free needs assessment (sometimes called a community care assessment) from the social services department of your local authority."
... but there is no compulsion to involve Social Services - it can all be done totally independently.
would she be buying a place?

I don't think she would be buying one - she's only just bought her council flat - well about 5 years ago
Have a look on the web page of her local borough council, it should give what options are available and who to contact
do you mean she still has a mortgage?
if she owns a flat, she won't need it if she goes somewhere else, will she?
I think it might be hard for someone who owns a flat to get a HA place

My mother moved into sheltered accommodation - she had her own house which she sold, she just went to see the manager at the accommodation she was interested in. She paid a monthly rental to be there.

No she doesn't have a mortgage she paid cash for the flat
I realise she will have to pay rent
Probably by renting her flat out to supplement it
It's on the first floor and she find the stairs problematic
gotcha, that makes a load more sense. You may find that it costs significantly more in rent to rent SA than she would get for renting out her flat
The Council would be a good place to start Ric-ror.
go to the local housing office, they will give you a booklet and inside are the forms you need to fill in and send back, you must state right from the beginning if you will accept a flat or it has to be a bungalow with a small garden
