...My new neighbour (adjoining house) is about to move in so the house is empty at the moment. He's having the whole house decorated so there's a team of four workmen on site. I really hope he's paying them for the job and not by the hour as all four men are smokers and they have had about 12 smoke breaks today of at least 10 minutes each, plus a full hour lunch break. Throughout the day there seemed to be at least one of them chuffing away in the garden all the time. Not my business I know but I've been home all day and it's been impossible not to notice these goings on.

He might own the company.
We had a joiner like that come to do some work in the house, he had an apprentice and he did most of the work while the joiner yakked and texted on his mobile most of the day - I was in effect paying and apprentice £20 an hour to do all the work- so I sacked him!
Good luck Janzman, my new neighbour the house next door renovated from top to bottom, one man job. He sat out and smoked and had coffee during the daytime, went to the pub for lunch for 2 hours, then started drilling and banging on our party wall from 3.30pm to sometimes 7pm nearly every night for four months. Now she has moved in and had the builder back for a few other odd jobs. She has an Alsatian dog, which she talks to like a baby, a huge very keen dog with a deep threatening bark.
I had a 2 men into decorate kitchen. had to call them to complete the shoddy job. when they revisited I asked them if their horse outside would like a drink of water .
