While I can't give you a definitive answer I would very much doubt that it's possible to skip a year of teacher training, simply because there would almost certainly be at least half a term (or possibly a full term) of teaching practice during that year. Missing it out would mean that a student would not have sufficient 'at the chalkface' training to qualify.
Further, the care qualifications she has already achieved would presumably not include any study of subjects like developmental psychology, which are essential in teacher training.
