A friend of mine who is currently on Housing Benefit and Council Tax Benefit has received some money via a PPI claim. This money takes him over the £15K savings limit and therefore does it have to be declared?

This money will slowly erode, and will in time, take him back under this limit.

Does he then, re-claim the benefits again?

yes, he needs to tell the administartors of the benefits then re-claim again later
