Local Council L.C.C. has been resurfacing a Street here for the last three weeks, I would have been quicker to employ myself and a team of OAP. they still have not finished, the street is not that long.

Problems occur with tarmac delivery. My OH has often waited hours for tramac delivery. The firm doing the work don't supply the tarmac. It has to be ordered in.
Ah but how much time and effort would you put into 'elf and safety, Risk/noise/COSHH assessments, guaranteed breaks, family friendly policy, giving the workers empowerment and a chance to affect decisions, hold regular team briefings,,and of course strecth it out to ensure overtime payments were due?

Sometimes I drive on the M25 and realise a whole section has been resurfaced and white lined overnight, so it can be done.
Yes Hopkirk, but you are talking about the A Team. This is the B Team.! LOL
Sometimes speed isn't everything. A couple of years ago we had a stretch of road resurfaced in record time. This week the same stretch has closed again for resurfacing.
