Most browsers allow you block cookies, deleting cookies when you close is basically counter productive as one of their main uses is to store info for the next time you log on, but having said that I wouldnt mind the option. Internet Explorer lets you override the standard cookie state so what you could do is block all cookies as standard but allow them for individual sites. go to Tools > Internet Options > Privacy. But I would be interested to hear if other people know how to do it.
I use Ki-Washer, which lets you keep cookies for sites that you want (I keep them for here, some forums and some shops, for instance) and wash away all others. You can set it to wash at Start Up, or it can do so on request. It's free, and you can get it (and similar tools) here: http://www.webattack.com/freeware/security/fwcooki

For most sites to work correctly the only type of cookie you actually require are 'session' cookies - these cookies are basically used to pass information from one page of a site to the next page and only exist for the duration of your visit to the site (infact I think they are stored in memory and not on your hard disk). You can disable first and third party cookies but allow session cookies using the Privacy tab (as explained above)
