Freesat Dish

They have a Samsung Smart television with Freesat installed.
The cable has been connected from the LNB of the dish to the TV.
Even using a meter and manually moving the dish there is no connection showing between the TV and the dish, not even the slightest sign.
Anyone know what they are doing wrong?

^^ I was thinking of the 'Free sat' card you can buy from Sky to use in a sky box. Just checked, a few TVs do come with free sat already installed now. I still think it just comes via the ordinary aerial though not through a satellite dish, it is a joint venture between BBC and ITV. ( I may be wrong about the aerial though)
