We, the public, won't know I guess. But do we really need to?
those clever people on ANPR

automatic number plate recognition

difficulties are - foreign cars,
and none of the public will be able to but that does not matter apparently
The number plate will be on a database. The Big Brother cameras everywhere will continually check you out. I understand the public will be able to check things through the Net so they don't lose the ability to see if their neighbours have paid their road fund licence.
in the main it will be the ANPR cameras all over the place which check the vehicles reg against the various databases - license mot etc

as for the individual in the street - you can't

you have a point there, theres more polish (and the rest) cars in my area than GB plates
On telly the other day someone said that the public will be able to check by entering the reg.
See my link above, all you need is the registration number and make of car. It then tells you date tax and mot run out along with other info on the car.
I don't understand the comment about foreign cars - they don't pay tax to the UK anyway so don't have a tax disc.
Thank you bob for awarding me Best answer. I don't always look back but just noticed this one.
