Does a website know if a picture has been copied or saved on to say someones hard drive ?

No. Websites have limited access to the Hard drive of a PC. They can realy only directly access the assigned Cookie areas. So a website could create a cookie to say that its been downloaded but clearing your cookies would remove this. They could add code to detect the fact you have saved it using right click "save picture as" but as all pictures are cached into your temporary internet files folder they can't control this.
No, but you've got me thinking about such a technology could work... I feel a patent coming on.
