Have gas heating. If I want to increase the temperature do I turn the heat up at the boiler or do I adjust the temp on the sensor control in the hall?

Yes, the "roomstat" will increase the temperature at which the circulating pump comes on. But, that will make no difference if you have TRVs ( thermostatic rad valves) on each rad. Also, if the boiler central heating temperature is set too low, then that won't help either.
It's a matter of combining all three.
