Tasted some loveley bread rolls that had a sweet outer surface in Germany, any idea

If it was a rye/wheat mix dough, brushing the bread with water as soon as it comes out of the oven froms a dextrose, which your tongue will sense as slightly sweet. Some bakeries may use a sugar solution.
Sweet yeast dough breads/rolls are usually just glazed with eggwash (pure egg whisked, fermented with a little salt). Again some bakeries add sugar to the eggwash to get a sweet glaze.
If you see a sugar crust on them then it's just a fondant glaze. Hope that helps.
