!5 across is rodham - staff = rod, and to act badly is ham. Put it together and you get a fenland bank.

This is the answer I arrived at.


However, I looked in a number of dictionaries and made various Internet Searches but could not get verification that Rodham was a fenland bank.


Searching using Google yields the following:

Google rodham fenland and you get some hits such as


The 'Rodham Canal' was the straightening of the Great Ouse north of Littleport diverting drainage of the Fens from Wisbeach to King's Lynn. These canals opened the fenlands to settlement in the 2nd century A.D.
