I think this should be JOVE (Jupiter) LL (Lord Lieutenant) around LAKE (body of water) which would produce 'Jola Kevell' (a rather classy name - if I ever write a book she might be the heroine, but I don't think anyone's written about her yet), but Jake Lovell (the hero of Riders by Jilly Cooper) sounds rather more likely...however this is JOVE LL around, well, AKEL...

The word 'around' might suggest an anagram of lake as well as its inclusion. Not very satisfactory, I know.

...then surely the "body of water" is "lake", "around" meaning "with the order of letters changed" !
I'd hit on that name but couldn't find the Jilly Cooper reference!
