At the start of this nights programme, a voice announced this programme was recorded before recent events in Paris. Does this mean the lottery was actually drawn earlier in the week. If so how come I could have bought tickets today?

probably just the draw bit is live. It would have to be.
I don't watch it...but the "game" part of the broadcast is recorded...the actual draw is live...and they are sewn together.

The game shows were previously broadcast live, with the game show host also presenting the lottery draws. Since 2006, the game shows are now pre-recorded, with the live lottery draws included as a separate segment with a different presenter"
