A 7.62mm round is, indeed, a little over 5" long, as portrayed, but let's not forget that only the projectile section (the tip) enters the body. I would suggest that the photo of the 'full metal jacket 7.62mm' was shown for dramatic effect and to give the impression that all 5 plus inches would smash into the head at speed.
From such close range, surely the bullet would pass straight through the policeman's head and strike the pavement, kicking up a cloud of dust. (The use of the melon to portray the impact of a 7.62mm on someone's head was quite dramatic, but laughable. Besides which, the shot on the melon was very probably taken from a safe distance away, not close up)
As for the lack of blood and grey matter; does the camera stay on the body long enough to ascertain any pool of blood. In my opinion, no. And (yes i know it's just a film) but anyone who watched 'Full Metal Jacket' and saw the suicide of Gomer Pyle - using an AK47 - will have seen some blood splatter on the tiles behind him, but not the disintegrating melon effect.
Finally; of course the terrorists are dead. Isn't that how these things always end?

Since the world’s media and the world’s security services were focussing on this incident why hasn’t a reputable organisation picked up on this?
Could the film have been ‘doctored’?
How many people would have needed to be complicit in this conspiracy in order for it to work? Security services, police, paramedics, ambulance crews and other emergency services, film crews, passers-by?
Practically everything on the website, regardless of subject, contains words like ‘What you’re not being told’. This bunch are mighty observant

I can assure you I have seen the effect of a 7.62 Nato ball round in a melon, a plastic water filled container and a block of silica gel at a ballistics seminar I can assure you that the exit wound is a lot larger than the entry and blood and grey matter would be evident as well as skull fragments. I have also seen many crime photographs in mdcal jurisprudence books and there is a lot of mess dispersed from the exit wounds of both homicide and suicide shootings to the head. The projectile may be a small tip of the cartridge but the muzzle velocity on leaving the weapon creates a massive shock wave before it that can cause death by trauma alone in the right spot.

retrocp; on my 3rd tour of duty in Belfast in the 70's, i saw, and photographed, someone who had been killed by a shot to the head from a 7.62mm SLR from a distance of approx 35 yards. As you say, the exit wound was considerably larger than the entry wound, but the mans head was still intact. Yes, there was also some blood, bone and grey matter visible at the scene but my point was that at such close range, despite the shock waves, the bullet would have passed straight through with very little time to gather much mass to eject from the exit wound. My theory being that the round would be travelling a trifle slower (not very perceptibly but nonetheless relevant maybe) from a longer distance and would therefore gather more mass?
