I've had this debate a couple of times.

One position is, attempt to gather valuable intel from this person. The other is, we don't negotiate or make deals with terrorists, so what outcome can they offer for intel (which probably wont be given up anyway).
Perhaps shoot them with the final emotion they feel being fear, like the victims
