Emplaning - 'E(nglish)' + 'Ming' (without; around) 'plan' (procedure; in Bradford's) (?) Chambers has - emplane..."(put or) take on an aeroplane..." A bit tenuous, I know - could you post one or more of the clues that give the crossing letters?
