If modern physics posits the existence of parallel universes, each one different, does that mean there would be a universe with no parallel universes?

The application of the strong anthropic principle (for example) would allow our universe to have parallel universes (because we have the brain-power to imagine their existence) but also the possibility of a universe which is barren, lifeless, mindless and therefore with no ability to construct or imagine parallel universe.
