Tps And Non Cold Callers, Advice Please

I've lived in my current home for 4 years but I still get debt collecting calls looking to speak to someone I've never heard of.
I also get letters, but they are for a different person and I think I've sorted that with Experian.
Anyway, I am already TPS registered. Is there anything else I can do to stop these calls?
I'm always asking them to take me off the calling list and they say they will but they still call back.
The letter guys told me I'd been taken off 4 times but when they look for him again, my address keeps coming up, hence the chat with Experian.
Is there a similar thing available for the phone?

When we moved house, we kept our old phone number.
With regards to withheld numbers, there is a service that bars anonymous calls - if anyone rings us and withholds their number, they hear the following message and are then cut off, "Sorry your call has not been accepted, anonymous call barring is in operation."
You need to ask your network provider for details. There's meant to be a small monthly fee, but ours is free .... no idea why, so mum's the word :P

No, this was only 9 years ago. I only moved 5 miles but my new address was served by a different exchange so the first three digits, which identify the exchange, could not be transferred. I was allocated a new number immediately.

I have questioned the number with the people calling and they say that the number is still associated with the person they want to speak to.
Having spoken to BT about it, they said that if my number hadn't been reallocated and the line was fine, the easiest thing was to switch it back on again with the same number. Sounds legit. So I have the same number that belonged to the previous tenants.
I'm not even sure that the people who send the letters and the people on the phone aren't looking for the same guy to be honest, but they address and ask for different names so who knows.

BC raises some good points

The debt collectors are not trying to cold call and sell things so that the legislation doesn't really affect them

All Debt collectors start with the old address and if your predecessors have been naughty then you will get these things for a few years

I would get addresses to write to, and then tell the various agencies that you are different and if they had consulted the electoral roll ( due diligence ) then they would have realised it

it is a bit like fly tipping - a modern hazard
