People in high office of Foreign Secretary do not quit unless they have to because of scandal. Hague was terrible as Foreign Secretary and was mostly to blame for the acutely embarrassing Commons defeat over Syria which infuriated Cameron. It would have been an admission of weakness for Cameron to sack Hague, so he did everyone a favour, and fell on his sword.
