Ah, just seen the second picture - it looks very much like a glass cutter (is there a tiny wheel or diamond in the top piece?).

The grooves at the bottom would be for levering off glass edges.

Tile/glass cutter but I cant work out what the wick? Is for.

the wick is the blade for scoring the glass

Your right zacs, and it is weighted to tap off scored glass with hammer.
