Coming up with ideas is the writer's job, though. I don't know of any short cuts, except keeping a pen and paper (or other recording device) handy and noting down anything that comes into your mind.

I was at a booksigning event once where an author (to my shame I cannot remember his name) suggested that looking at the headlines in a local newspaper can set off ideas for dramas.
I think it was good advice for getting started.
