Hampstead Heath

In light of this link kindly supplied by an ABer in another recent thread, may I ask this question, why is Hampstead Heath protected by such by-laws as these?

From what I can gather they are the least of the unlawful carrying ons that happen on the Heath.

Section 11 of the 1932 Hampstead Heath Byelaws states: ‘No person shall in any open space, without first obtaining or otherwise than in accordance with the terms of permit from the Council, erect or place or retain any post, rail, fence, photographic stand apparatus, tent, booth, screen, stand, swing or other building… erection or structure or any obstruction of any kind whatever.’

But Section 34 states: ‘No person shall in any open space bet, brawl, fight or use indecent or improper language…’

I think the Heath is owned by the City of London, so it's probably a subsection of some law aimed at keeping riotous wax chandler apprentices in their place in the 13th century.

Interesting Section 34 - bet the police didn't prosecute "the speck" on that :-)
