Responsive Design is not one size fits all, it is exactly the opposite. We have had one size fits all until now. If you looked at the BBC webite on a 24 inch desktop monitor it would be fine, but if you looked at it on your 7 inch tablet or 3.5inch you would get served the same layout but scaled down to an unreadable size. Then you have to highlight and zoom the postage stamp size articles to a larger size. It was clumpsy and not at all user friendly.
Responsive Design takes the full desktop layout and automatically re-positions it to be readable on small screen devices.
