Why Isn't This Car 0 Ved?

I was watching Top gear and it featured a Ferrari Daytona, RPA 64L, I thought I'd look and see if it was still on the road, I was surprised to see it listed as £230 even though it is older than 40 years, I thought a couple of years ago they set the classic car 0 rate to cars over 40 on a rolling basis. https://www.vehicleenquiry.service.gov.uk/

That's still a proposal and currently only cars registered before 1st Jan 1975 are exempt.

It's a puzzle because a 1973 Bentley reg TRC910L comes as historic null tax on the DVLA site.

I wonder if that is because the Bentley is currently taxed and the (admittedly beta) system can't cope, maybe if one entered the V5C number it would work it out correctly.
