Can a property management company just add £600.00 minimum to our service charge to carry out a health and safety risk assesemnt on our development? This has never been there in the past?

I'd check your contract.

However it may be a legal requirement to have this carried out; I can tell you from professional experience that that price is not excessive but maybe something that should have been done at the development before you moved there (ie before property was sold/let)
