I used to say, when I worked in the NHS, that if I ruled the world (well england) I would MAKE every adult person move house at least every 5 years. One of the biggest problems I faced was people who lived in very unsuitable circumstances, could easily have afforded to move (so not quite like this chap) but who, when it was suggested, would say "Oh I couldn't I have lived here all my life" One lady wanted to have her disabled husband sleep in the garden shed because she "couldn't" leave the house she was born in.
I have seen hired live in 24/7 care many times and the problems of making it work are horrendous, not just the funding but the sleeping arrangements, continuity, handovers and days off all make it difficult and risky.
I absolutely agree that no one should make anybody do anything....but sometimes circumstances conspire......
