Assuming that I have linked correctly four of the unclued lights with their unclued 'twins' and established the 'of a kind' connection, I cannot resolve the two pairs. I assume that they are of equal length, but no meaningful permutations emerge. Further, for 39A I can find no fit around the letters I have in place. HINTS please.

Matakari: further hints, in case you're still looking..................
The symbol you're looking for is like that for a telephone, but the word also means mad, or mpney, or s'on you don't nt to name.
Look at the alternate letters in the clue for the 4-letter word.
"To calm" (old verb): usually means to state, claim, maintain; Fr. wd. for big avenue enclosing abb. for gentleman
The last one is hidden in a wordin the clue; should really be 2-3; of French origin again (def. rumour)
Have you got Bradford's Crossword Solver's Dictionary? They're all in the red volume (invaluable!)
