Shapps made his fortune selling software that basically stole other peoples' copyrighted material and aggregated it in a web browser with adverts.

Wikipedia usually are able to track changes fairly accurately. The changes enhanced his profile and put down his political opponents in the Conservative Party by adding their disloyal voting records. It would only benefit him or someone close to him to do this editing work, so I reckon the probability is that he did it

'Verily, the lady doth protest too much, methinks' is the original quote, from memory so am open to correction (sorry, I am running for cover with hands over head - can't help it, all those years of teaching) and Mikey's right about the source.
