The 555 exchange is a phony one, so in case viewers try calling that number, they won't end up annoying some innocent person-- because in fact the number will lead nowhere. I still don't know how that might apply to this particular number phrase, or if it applies at all, but someone else might see a connection.
I disagree with the "555 Lines Non Colour". The original TV broadcasts, mono only, were with 405 lines, followed eventually by the huge technical advance of 625-line colour reception. The fact that I remember that shows my age!
Bearing in mind what Buffy says, how about "555 Leads Nowhere on Calling"?
