can emails deleted months ago from your Hotmail account be undeleted/retrieved and if so how?

they remain in your 'Deleted' folder until you empty it -if you haven't emptied it in a while then it will still be there

Deleted emails can be recovered for a short period but the 'long ago' you mention suggests that you might have left it too long:
