Perhaps pedestrian crossings should have three lights ... and they should have a sensor to spot gaps in the traffic. So ...

1. The traffic lights are Red, so you can Cross

2. The traffic lights are Green, so you must Wait

3. There's a Gap in the traffic, so Cross now IF YOU'RE QUICK!!
