Bank Fines

Huge fines have been imposed on Barclays bank, among others. How come a US organisation has the right to do that ? Why not an international organisation like the World bank or the International Monetary fund ? and where does the money go ? Into the US economy ???

__But, what I repeatedly find quite irksome whenever banks are fined is the managers of such banks who are themselves responsible ultimately for their banks' financial activities are NEVER brought to justice. The banks are fined, leaving their bosses laughing gleefully in the background. Obviously, 'tis the banks' customers who pay.
