Trousers For An 80Yr Old With Fluid Retention

Hi,
Am looking for a present for an 80 year old, who's living in shorts at the mo' as his legs are too swollen to be able to wear trousers. He doesn't want track suit bottoms as he's putting cream on several times a day & he wouldn't manage, but I'm thinking something similarly baggy but with a zip that can be worn as trousers or shorts. Don't think cargo trousers would work.
Does such a thing exist ?
Failing that, he can't wear shoes as his feet are so swollen too, he has a pair of slippers - "bootee" type with velcro - that he's massacred & wears them on the odd occasion he steps outside. He ordered 7 pairs of shoes from a "specialist" place online but sent them back as even they didn't fit.
Would anyone have any suggestions ?

He not one for visitors really so tailor, while also a good idea, probably isn't practical. And crocs (which I love !) are more rigid than the oversize "booties" it sounds likes he's butchered.
Elina, he doesn't seem to have a problem with shorts generally but I'm thinking a few months ahead when they might get a bit chilly ;)
