I have recentley booked to go for a holiday to Brid in a caravan. After paying in full I was told to ask about 'club passes'. When I asked the hirer they told me these could be bought when I pick up the keys!
I may be a bit inexperienced but should that not be included in with the hire?

Obviously not. Is it Haven?
Wouldn't the "club passes" entitle you to optional extras not included in the standard hire?
I rather agree it should be included but often isn't - usually a token amount a couple of pounds or so.

I did not book it through Haven though
Ah. I'd call Haven and ask whether the vendor is a) an approved seller and b) trying to pull a fast one.

Many of the caravans at Reighton Sands (which, I assume, is the holiday park that you're referring to) are privately owned:

If you rent one of those caravans directly from the owner, Haven won't receive any of the money, so it's unsurprising that they won't give you any free club passes. (The owner will have their own but they're not transferable).

i.e. you've not booked a 'Haven holiday' directly with Haven but simply rented a caravan on one of their sites, so you have to pay extra to use the Haven facilities.

Why would they be 'pulling a fast one'?
Surely its of no matter to them if we get the passes?
It's not a scam , it is simply as Chris says.

Plus I am sure I was told that legally you had to pay a membership in order to be a guest member to enter their licensed club- some legality or other.

It may have worked out cheaper to hire from Haven - an additional £100 +

One of the guests saw a website and we booked through that
As I say may have been cheaper via haven!

Club passes are usually only a few quid, wouldn't have thought it would be cheaper going through Haven, they won't be £100!
